I would be in favor of adding a mention in the release notes. As Josh suggests,
we can point them to the relevant portion of the 1.7 user manual. I think the
old release notes would be a good place to put that note. One huge benefit to
the release notes being on the site, rather than bundled with the release
itself, is that we can append new items to it that we identify later as a
serious issue or shortcoming. It won't generally help users who have already
downloaded and are running that version, but it'll help new downloaders.
