I had initially posted a patch, but then found some bugs and deleted the patch in the comment (but it seems I left the mention of it). I pushed updates based on the bugs I found to [this branch](https://github.com/keith-turner/accumulo/tree/3144-scan-server-failures) that I mentioned earlier.
