Ignore what I said above. I wrote an IT and it turns out that an iterator
class in the configuration that does not exist will be caught here.
`IteratorConfigUtil.loadIterators` catches `RelfectiveOperationException` and
raises a `RuntimeException`. I wonder if we just want to catch `Exception` here
instead of `RuntimeException`.
