Review Comment:
   Looking in the manager code there is an existing command that predates 
signalShutdown for stopping tservers.  Looking at how it works it has some 
serious drawbacks and bugs.   Aside from the bugs w/ the `admin stop` command, 
the two biggest drawbacks are that it does one tserver at time and waits for it 
and that it only support shutting down tservers running on the conigured port 
(so does not seem to work well w/ multiple tservers per host).  Thinking of 
rolling all of this code into one since neither is really working very well.   
Also thinking of removing the `admin signalShutdown` command and only having 
the `admin stop` command and making it work w/ all server types (it would call 
graceShutdown in its impl).    Also would make the `admin stop` command non 
blocking, not doing one server at time and waiting like it currently does.
