Closes #5849 This PR adds a few improvements to tests and IT test cases that do the following: * add a CountDownLatch that will make threads wait until the configured number are at the same point before releasing them. This increases the stampeding heard effect and also allows us to have more control over where the threads have increased concurrency * adds variables for the number of tasks to reuse * add assertions for expected number of Future tasks -- This is an automated message from the Apache Git Service.
