The two failed jobs were both hitting the same Rust env issue from a
different install path. ./utils/install-dependencies.sh and the custom nginx
LuaRocks install were invoking Rust's package manager
Usage: cargo [+toolchain] [OPTIONS] [COMMAND]
cargo [+toolchain] [OPTIONS] -Zscript <MANIFEST_RS> [ARGS]...

verbose/build.rs output)

unchanged

-Z <FLAG> Unstable (nightly-only) flags to Cargo, see
'cargo -Z help' for
details

Pushed to pass the Rust env through those LuaRocks installs. The Docker
image jobs had already passed; waiting for the rerun now.
