This one was dynamic, so in an image it failed in its own static initializer: the System.setProperty(BuildSettings.MAIN_CLASS_NAME, ...) statement Grails injects into every Application class was dispatched through a metaclass with no reflection metadata for BuildSettings. Compiled statically, the check depends on resource hints for what it checks and not on reflection metadata for how it checks it.
