`Email/get` answered `serverFail` ("an implementation is missing") whenever
`attachments` was followed by any other property, e.g. `["attachments", "id"]`:
`ReadLevel.combine` threw `NotImplementedError` when
`FastViewWithAttachmentsMetadataReadLevel` was its first argument. Since
`Properties` is a `Set`, the failure also showed up seemingly at random for
longer property lists.
This adds the missing case, so `combine` now always returns the most
expensive of the two read levels whatever the order. The unreachable
`NotImplementedError` fallback is removed.
`ReadLevelTest` checks every pair of read levels in both orders.
