Fixes #4362. The manager records file creation time rounded to the nearest second, while OnStartupTriggeringPolicy compared it with the precise JVM start time. A file created by this JVM during its startup second could therefore appear older when a second LoggerContext initialized the policy and trigger a rollover. The policy now compares both timestamps at second precision. Files in the same rounded second as JVM startup are treated as the same age; files from earlier seconds still trigger rollover. Validation: - `./mvnw -pl :log4j-core-test -am -Dtest=OnStartupTriggeringPolicyTest -Dsurefire.failIfNoSpecifiedTests=false test` — passed (2 tests). - `./mvnw -pl :log4j-core,:log4j-core-test spotless:check` — passed. -- This is an automated message from the Apache Git Service.
