The new test fails on `2.x` and passes with the fix, and both branches of
the new check are covered.
With this change `logger="com.foo."` and `logger=""` no longer match
`com.foo.Bar`, and both did before. Can we keep those two working and test
them? The `createPolicy` javadoc in `LoggerNameLevelRewritePolicy.java` ("all
event logger names that start with this string") and "logger name prefix" in
`delegating.adoc` also need to match the new behaviour.
