I see in `nbbuild/javadoctools/apichanges.dtd`

But I did `<issue number="NETBEANS-4940"/>`
Is this the problem? How should this be done?
I also did `<author login="errael"/>`. Is this supposed to be someone with
permission to commit?
@lkishalmi I can rebase once I know about the issue.
