`eager: true` - means to enable when possible - e.g. when all
dependencies are satisfied. Is the
`org.netbeans.modules.bugzilla.exceptionreporter` enabled in runtime? Than it
enables also its autoload dependencies. Probably make the module `!eager &&
autoload`.
