17, 18 and 19 have this in the log in several places:
```
[junit] WARNING: Unknown module: jdk.compiler specified to --add-exports
[junit] WARNING: Unknown module: jdk.compiler specified to --add-opens
```
However, they had this already in the log before enabling the xserver. So
this isn't a good indication that this is causing the NPE in javac. But worth
investigating.
