Review Comment:
Logging is a good idea + it could evolve into an exception at some point if
used inside the IDE or something similar.
`new ImageIcon(url)` will too dl resources, however the goal of the
refactoring seems to be to centralize all image loading for various reasons, so
at some point everything will call into this utility (hopefully). Btw thanks
for working on this cleanup!
