loading for various reasons, so at some point everything will call into this
utility (hopefully). Btw thanks for working on this cleanup!
Yes, centralizing to ImageUtilities is a goal here. I found that it was
easier to do a broad search for e.g. "new ImageIcon" or "Toolkit.*getImage",
and fix all of the easy cases, than to try to investigate why individual SVG
icons are not showing up in various places.
