The browser part of this isn't relevant to your problem. Have you uninstalled 22 now? Was that the community installer or the older NBI-based Apache installer? Does the "open with" dialog allow you to choose the Windows shortcut that is in the start menu / on desktop, etc.? This might be an issue with how NBPackage currently works on Windows. The shortcut sets up some necessary arguments for calling `netbeans64.exe`. Using the .exe directly might not work. Some recent changes in the Windows launcher might allow that to be done differently and help with your issue in future, but that needs some rewrites in the packaging tool.
