@aminghadersohi @rusackas this is the third piece of the #44808 split, ready for review: the authorized metadata refresh, clear, and read-only inspection API. Please review only [the API layer's changes](https://github.com/mikebridge/superset/compare/sc-121047-metadata-store...sc-121047-metadata-refresh-api), after #44835. It is default-off and CI passed at `4bb9f1c8dc15cecf8ba49b4d5a74784627bf563e` before marking ready ([completed integration run](https://github.com/apache/superset/actions/runs/36893382015)). Marking ready triggered new CI runs on the same head; those reruns are pending.
