Closing this as an issue and taking it to a discussion instead. The one thing in that panel is the port's rename pencil, which is the only way to name a port and is wanted at least for Split's two output ports; so the fix this issue proposes (do not switch the panel) removes a capability, and the alternative (keep the panel, say which port it is) leaves the step's properties replaced by a near-empty frame.
