I thought about this case, but then they would likely in {{src/test/resources}} 
or the equivalent structure for non-maven, and the patch _would_ be making a 
test change, so it should be a +1 anyway (but for a different reason)

My intent here was not to whitelist the no-extension root files, but the actual 
doc fixes for things like [HBase Book|https://hbase.apache.org/book.html], 
[Accumulo Manual|https://accumulo.apache.org/1.8/accumulo_user_manual.html], 
[Solr Ref Guide|https://lucene.apache.org/solr/guide/], etc... that are stored 
in the repo as code.
