okay my in-progress feedback is getting too big for a single jira comment. So
I'm going to start posting things as I go.
Just to set expectations for any other reviewers, I'm going to be focused on
"could we cut a release tomrrow" and "how impactful to downstream is the
result" in reviewing here. So generally, if something doesn't change the answer
on those two things I'll be phrasing feedback as follow-on work.
I won't be posting any of the follow-on things until I finish so that I can be
sure the before-merge stuff gets discussed as a priority.
