Or rather, think about it this way:

It's intended that you can crawl a network using SNMP and discover the
topology using information LLDP stuffed into the device MIB.  Are we really
serving this end by sending LLDP packets?  If we're trying to virtualize the
network at some level, don't we really want you discovering the virtual
topology, not the real topology?  OpenFlow doesn't describe changes to how
devices handle SNMP queries, so we have to assume that they'll continue to
operate in "normal mode" in relation to SNMP, even on OpenFlow-only devices,
which means they'll be reporting a topology that doesn't really exist (at
least from the perspective of any kind of forwarding).
