Is this computer on the same subnet as your PDC? If so make sure that is it using the correct subnet mask. This usually happens if you have a computer on a network segment with the wrong subnet mask. For example your subnet settings for you pdc is 255.255.255.0 and you have a computer 255.255.240.0 It will try to become the master browser for that subnet.
