Uhm. It should be.

I think it's only installed in some cases (e.g. not with the
"Small" package)

Can you please try the following? Open an MS-DOS prompt, and
(making sure you're not in c:\texmf\miktex\bin but in any other
directory) please try to run

mpost --version

and report what happens.
