hyphenate with exceptions when the word contains a non-ASCII character.

So you use the lua variant .. which at some point I need to bring in sync with some fo the new luametatex features.

This works for the engine method:

\startexceptions[en]
    schweig-häu-ser
    schweig-hau-ßer
    schweig-hau-ser
\stopexceptions

For the other one we need to register the ß and ä as valid characters (I have that working here now).
