  What's in the file is byte 0x96 (vim is smarter than Emacs!).
Therefore it cannot be latin-1; I guess it's Windows-1252, which often
pretends to be latin-1. What you're displaying in the line above is
U+2013 EN DASH; it does indeed make sense.
