Replace this line with

\expanded{\setupitemgroup[bibliography][1][n,\currentmoduleparameter{itemspace}*broad]}

to force expansion of \currentmoduleparameter.


You can also use
  \setupbibliography
as a abbreviation for
  \setupitemgroup[bibliography]
