An opposite "feature" is also strange - minimal example:

\setupindenting [medium,yes]
\starttext
A paragraph, including an itemized list:
\startitemize [joinedup,packed]
\item first
\item second
\stopitemize
The following text is indented. It is not a new paragraph.
\stoptext
