Or:

\definefontfeature [sups] [default] [sups=yes]

\setupnote
  [footnote]
  [command=,   % -> numbercommand
   textstyle=, % -> textcommand
   numbercommand=\setff{sups}, % use superscript-figures
   textcommand=\setff{sups}]

So you don't have to define GaramondPremUpper.
