You can consider, that \environment \component etc. are for a project
(environment for project-settings, something like a style-file),
and modules for project-independent code, that should be put in some
texmf-tree (TEXMFHOME for example).

If you think, that modules and environments should behave the same way, I
don't know, why there should be 2 concepts then instead of 1.
