You can use the fancybreak module for this.

Endnotes at the end of each chapter are easy when you use start/stopchapter
because you can flush them with the “aftersection” key.

\usemodule[fancybreak]

\definefancybreak[myblank][indentnext=no]

\setupnote[footnote][location=none]

\setuphead[chapter][aftersection={\placenotes[footnote]}]

\setupindenting[yes,medium]

\starttext

\startchapter[title={Knuth}]

\input knuth

\blank

\input knuth

\myblank

\input knuth

\stopchapter

\startchapter[title={Ward}]

\dorecurse{12}{\input ward \footnote{Footnote #1}\par}

\stopchapter

\stoptext
