You don’t need it and you shouldn’t put it in your document. The problem is
the setting \setupalign[line] which breaks \externalfigure but when the 
conditional
\raggedonelinestate is false (can be also achieved when you set a value for
the align key in \externalfigure) it works.

and the alignstate variable might become private anyway, so setting it in your style is not robust
