type msconfig in the run box, hit the startup tab, and uncheck the reference to the 
dial-up app.  this also happens to be a great way to clean up 98 systems running too 
much bs in the background.  you can streamline systems by removing pretty much 
everything in there except you want to leave systray, scanreg, taskmon, and load 
powerprofile (depending on user pref).  afterwards, check out the freed resources in 
the performance tab of the system properties window.  this has fixed more performance 
issues in win98 boxes than i can mention.

Look at what's in the start up folder or starts up in the system tray - for
example, Black ICE can be set to update each time it starts.

For the moment I am brain dead.  I have a friend that ahs a Win98SE box that
on start-up tries to connect to the internet even though it is not in the
Start-up folder.

I cannot remember how to disable it.  Any thoughts?
