Yep.  It's a pretty common misunderstanding. I see software installs writing 
there all the time and it frequently (XP era) caused software not to run as 
non-admin.

Actually, according to what I saw on MSDN, (at least for modern OS versions) 
HKCR is an aggregate of HKLM\Classes and HKCU\Classes.

  HKCR *is* HKLM\Classes.  :)

  But yah, you can do it per-user, if you prefer.
