You're still providing an internet connection to children. Check out OpenDNS, as was suggested, also there are a few school district guys here on the list. What are they doing for their internet connections?

I think you realize that this is not without significant risk, and therefore some amount of cost is necessary to mitigate that risk. There is a teacher in jail in Atlanta right now for that. There are mistakes in filters, they will get around it. The key is if you know it is happening you have to react.
