I was using that site as a test, and when I would go there, it would 
prompt me to download Silverlight, indicating it was installed, even 
though it is.

Hmmm....

I am running a Dual Core 2 system with Windows 7 64bit with IE9 and 
Silverlight is running fine on my system. 

Try using this site as a test

If you go to that site, you should see a box with some green bubbles 
bouncing inside the box. If you don't, then you have a problem.

I am really stumped on this one.  I have a computer, Win7 64-bit, IE9 that 
insist when going to a site that uses Silverlight, that Silverlight is not 
installed.

I've removed IE9, reinstalled...no go.  Even went as far as 
cleaning/deleting all registry entries for Microsoft Silverlight, 
rebooted, installed Silverlight....no go.

Not sure what is going on.

Initially, I was installing Silverlight through a GPO, but now let Windows 
update take care of it.
