The intel Atom doesn't support hardware virtualization (VT-x), on any of the versions of the chip. (See here: http://ark.intel.com/products/family/29035)
The HP Proliant Microserver (This guy: http://www.neweggbusiness.com/Product/Product.aspx?Item=N82E16859107052) runs on a AMD Turion II Neo, which does have hardware virtualization (AMD-V), and (reportedly) runs Hyper-V Just fine.
