Has nothing to do with ActiveSync being enabled. If you disable Outlook Anywhere (as you did), then when Outlook does disconnect MAPI, it won't be able to establish the Outlook Anywhere connection, and therefore no prompt to the user. However, the user would be disconnected until the MAPI connection could be re-established. We've had that issue before with several users that didn't have activesync enabled (only certain users have this enabled) and Outlook anywhere enabled.
