There's a difference between building an installation source - they just build binaries from the source control system and say "here's your Vista source" - it just happens to include all the binaries that SP1 updates
-VS- You already have a bunch of Vista binaries (on your DVD), and then you need to selectively replace some of them with some new ones. It's just that you have 6 different editions of Vista on the DVD already etc. So, Microsoft will easily be able to press new DVDs with SP1 integrated into them.
