I'd take a look at the KACE (Now Dell) Kbox systems, the last time I looked at them a couple of years ago they did all that. Available as both physical Dell boxes or VM appliances.
If I remember correctly I think they had a multiple tenancy facility, but I could be mistaken. There are a few users of them on here I believe who may be able to correct me.
