PERMISSIONS not just keys.

But you got me on the right track.  I just found a WinIT pro article on how to 
do with this with REGINI.exe.

Either one is pretty easy.

Most of my registry changes are via script so I can apply onesie twosie but 
then when everybody needs to take the hit I set it up to run at login for users.

Use reg.exe /? From the command line and explore that app.
