I am considering WSS with SP1 and about 100 user but forums only. If I am not mistaken SQL express doesn't have the search function so we can't search within the site, right?

Depends on what all is running on the server though contending for memory/processor/Disk IO. SBS 2003 runs Sharepoint natively for offices of 20 - 50 users and it runs good for the built in stuff.
