I wouldn't go that far, but I will say that there have been no "documented" vulnerabilities...:)

There have been bugger all vulnerabilities in ISA Server. It installs its own hardened TCP/IP stack. And provided you have rock-solid drivers for whatever hardware you are using, then it's a stable system.
