Glenn: We are very happy with IssueView, http://www.issueview.com It has both Web and Desktop solutions and is very configurable, has all the tools you would expect, i.e. Email to Ticket, Web Interface for both your customers and your staff, uses Access DB or SQL, and right now, they are offering a 5 User License for free.
