I don't think it is.  He explains it later in the same message and uses the 
same syntax.  Google came back with it in Vista.
I think all I want is /E /COPYALL and that should be enough.

         Don't use XCOPY, use ROBOCOPY.

        ROBOCOPY \\olddc\users \\newdc\users /E /COPYALL /DCOPY:T

        /E = everything (subdirs, files, empty subdirs, etc.)
        /COPYALL = dates, attributes, permissions, auditing, etc.
        /DCOPY:T = directory timestamps
