I've deployed 3 commercial solutions in this space: Quest, NetWrix, and NetPro (purchased by Quest last year). I'm pretty sure the NetWrix and NetPro solutions didnt' REQUIRE a domain, but I can't currently access them to verify.
I could develop something for you in a few days probably, modifying code that's already on my blog.
