  I haven't touched SBS in years, and not since 2003, but as I recall
it didn't *have* to be the DHCP server.  However, you want the SBS
server OS DNS resolver pointing to itself (and nothing else) for DNS,
and you want the DNS server on the SBS to be able to reach the
Internet via normal methods.  You want all domain clients on the
network asking the SBS (and nothing else) for DNS.
