I've seen this behavior on XP SP2 systems using our WSUS server. SP3 isn't offered until some initial updates have been installed. The updates that it wants to install don't seem to be 'Windows Installer' updates or updates to WUAUCLT, but I haven't investigated it much. I just install and move on.
