In addition to, not instead of. Neither are packet analyzers like Wireshark is. ntop does sniff the wire, but only so it can present real-time information of usage. Kind of like a Task Manager for your network. (The name actually comes from "network top"; "top" is a Unix tool similar in intent to Task Manager.) MRTG graphs performance statistics over time.
