I think Sunbelt's Ninja/VIPRE is a great choice for an in-house Exchange-based 
solution and should be in your short list of products for consideration.  

Another option for an "in the cloud" solution is Postini by Google Message 
Security.  Last fall I switched two networks to it at just $3/user/year for 
inbound filtering.  It's been nearly perfect but I don't know if they still 
offer that same minimal service at that price.

You might want to check out UnTangle (http://www.untangle.com/home).  It's not 
too difficult to install and will probably meet your client's needs for the 
cost of a spare PC.

evaluating.
