So you want to put a camera outside? You'll need either a camera designed for 
the cold/wet weather, or a weatherproof housing to put it in... Or put it 
inside your building and point it out a window.

Axis is one of the most trusted brands of IP cameras available on the market. 
They started the IP camera market in the 90's. And while their cameras tend to 
be more expensive than the other available options, you probably won't be 
dissapointed with the quality of the product.

Housings for Cameras are ratied with what is called the Internatinoal 
Protection Rating, or IP Code. (Not to be confused with the IP Networking

So let's take a look at an option for you: The Axis 3343-VE Outdoor Fixed Dome. 
Provantage sells this camera for less than $950. According to the datasheet, 
it's raited for -40 degree weather, IP66 (protection from dust and powerful 
water jets) and runs the entire unit, including a built in heater and fan over 
Power over Ethernet. This camera would do what you ned and more. It even has 
remote focus and zoom, so once you set it, you won't have to get on the ladder 
again to refocus or tighten/widen a shot.

Now, there are cheaper cameras out there. I've used the Toshibas for a few 
years, and have been happy with the quality. We housed the outdoor cameras 
within housings made by Videolarm. If I was doing it again, I'd probably lean 
hard tward the Axis.
